Attached are two documents to assist public safety agencies throughout the region during the surge of COVID-19 cases.
- The COVID flowchart should help with implementation of the quarantine and isolation guidelines from CDC. The flowchart is the product of over a dozen
meetings, and was originally developed for the City of Dayton. It’s been modified for regional use.
- Other than line 8, the flowchart can be used for all personnel, not just police fire and EMS.
- The new guidance reduces durations people must be off work for quarantine or isolation to five days with exceptions, and exempts personnel who are fully
vaccinated and boosted from being off work for quarantine (not from isolation)
- Recognizing that some healthcare facilities including EMS have reached crisis points with staffing capabilities, CDC has issued guidance that permits
reduced work restrictions for healthcare agencies in “Contingency” or “Crisis” status. Those guidelines are found here:

- Although the guidelines permit agencies during Crisis Status to return people to work in some situations, realize that doing so increases the risk for
transmission of SARS-CoV-2, and that healthcare personnel should feel well enough and be willing to work in those limited situations.
- Bulletin 15 covers “Operations During Surge” much of which is also applicable for law enforcement personnel.
